The NBC guy? Well I am not sure about the vest but the holster looks like one of those Safariland Holsters on a drop leg. A CadPat NBC Suit, Colt C8 variant and maybe some sort of Sig Sauer pistol.

Yes. P226 would be my bet. He's CJIRU. Vest is diamondback tactical FAPC2 if I'm not mistaken.

It will not shoot farther, but you will have a range advantage because your rifle's barrel will be closer to the target.

The best sniper in the world was Simo Hayha, sometimes referred to as 'The White Death'. He was a Finnish soldier who has 705 confirmed kills. He didn't even use a scope on his gun, since the scope glint would have given away his position.

I don't know if you can buy him though...
