did they even have the long beards when they were in pcu? i only remember the thick beards (except for dusty) when they were in plainclothes on the first two missions

Yeah, after the first two levels, Neptune have all shaved, though they've got some wicked stubble going on in the rest of the game. Keep in mind that there's a six-month gap between the second and third levels.
