They should go on before you put the outer flaps on. So you do the shoulder strap, then the inner belt, than the outer belt.

Ther are three sets of straps that run back to the tether point:

Two Shoulder straps

Two Side straps

Two Cumberbund Straps

The two shoulder straps should go down first on the tether (the little looped piece of paracord that is attached to the back of the rig)

The cumberbund straps go on next. On each side of the back of the vest, there is a strip of elastic material. The cumberbund straps run through these.

The next set of straps is the side straps. These run OVER the elastic on either side of the vest. The elastic pieces keep the two straps separate so the don't snag on each other.

Run the cable through the tether and secure it the wway it was secured when you got it, usually with another piece of string.

I did it to, but only after opening up the panel to see how it went together. Incidentally, I didn't find it came apart all that quickly or effeciently myself.

I checked out the back panel first, fitted it to size for a bit before trying it on. It requires some pulling to release it, but I guess it's good in a way that your friends can't just release it for giggles while you spend another 10 minutes putting it back.
