the best way to simulate the blast would be with baby powder of some sort, have a shell that on impact would burst open with chalk dust

I've seen the rockets you want Viperfish on Discovery's Sons of Guns. The Show's/Red Jacket's crew were building reenactment M1 Bazookas, but they used Type A/B model rocket engines to launch the rockets.

That rocket would be perfect for airsoft. Left a nice big smoke trail so people would be able to see it, and then the projectile itself left a large powder mark on the target. Would be better for structural targets rather then infantry.

You see him pushing on the projectile and it bends open. How does that work? Did they custom make it? Thats the best idea for a airsoft projectile yet.

New Idea

Actually, now that I think about it, that is really a cool idea. Anybody got a spare AT4 tube lying around?

Thinking out loud:
Rockets: The motor (type As) and fins could be attached to the back end of a tornado timer grenade and Nerf mini vortex football (ie the blue part of the Nerf rocket) could on the front for those Direct impacts (ouch), nice little rocket (in theory!), if I could rig up a grenade pin mechanism. Or Red Jacket type rocket might be simpler/safer, but it doesn't have much of a marking frag/anti-squad effect. Tornado type: anti-personal frag weapon, Red Jacket type: anti-material?

Launcher: Use a plastic or metal launch tube, then attach a model rocket launch controller and sights (optional), then either either zip-tie the controller to the tube for simplicity or fancy it up by adding:
-Bazooka style stock and grip
-AT4 style paddle trigger and shape
-RPG-7 style grips, rear cone, and warhead (launcher tube runs though the warhead)
-Or even make it extendable like the M72
