I have finally located the exact cut of pants used by Toronto ETF, as well as Halton, Peel and I'm sure many other services. These are the same worn in Flashpoint:

Brand: MDC Tac Pant (Charcoal)

Where: MD Charlton Sales. At their Mississauga store they are currently on sale for $85, regular $110+. The material is very heavy and I'd imagine they would be extremely hot to wear in the summer.

The original cut was produced by Pacific Safety Products; ArmyIssue has some in navy blue.
