I'm not sure that is correct... the over pressure relief valves are usually set to about 375 psi or 2585 kPa! Are you thinking kPa? 130 psi = 896 kPa

The safety is the tank valve itself- no different from your propane BBQ. Disconnect the hose from the tank after each use if you wish to "remind yourself" to turn off the valve for added safety.
