My local field in Ottawa sets their limits to 400fps for AEGs and 450 for bolt action because the legal documents the owner and his lawyer set out. It prevents the field owner from being sued because you injured another player with your hot gun. If you cause an injury and the injured player really wants to file a lawsuit, they can only go after you.

Basically for insurance purposes to save the owner's ass and make the players responsible for their own actions.

Yes this makes total sense. If they allowed really hot guns then in court the field owner would be more at fault then the gun owner who had the hot gun because the land owner allowed it. They allow higher fps outdoor than indoor because of the wind right?

one last question.
If I limet my TM M14 to simi auto and use it as a sinper rifle can I use it on an out door arina.
the M14 shouts 440 FPS

That's a BS excuse they give to people. There is no official laws about airsoft fps... Only the firearm law of 500fps AND 5.7joules. AEG can barely classify if they go higher than 700fps.

If your M14 is modified to shoot semi only, yes, 450fps is the max velocity for sniper weapons.

You just have to keep in mind that 40fps is your minimum safe engagement distance using 0.30g bbs. Engaging people under 40feets is dangerous at those velocitys.

The main reason for an FPS limit is to counter stupidity. You're always going to get a noob who doesn't know better, or someone will panic and open up on somebody at a range where they have no business pulling the trigger. My brother has taken a 450 FPS shot to the face from 20 feet from a sniper and that was just a mistake instead of stupidity. 350 FPS is more than adequate for a CQB field. Firing down a hall, your BB would reach it's target in under 0.2 seconds. Putting this into perspective...

Distance : 70 feet
Speed : 350 fps
Time to target : 0.2 seconds
Time to hear the shot : 0.06 seconds
Time to react : 0.14 seconds
Average human reaction time : 0.195 seconds

Only someone with a superhuman reaction time would be able to avoid being hit, assuming your shot was actually accurate. That's time to REACT, and doesn't take into account the time it would take to physically move.

When it comes to using .177 pellet guns to play, that's incredibly stupid. Unless you're using a pellet gun which shoots under 200 FPS, it is technically possible to hit and kill someone with one of those. If there's people dumb enough to shoot each other with pellet guns, then there's people dumb enough to use pest control ammunition. I have a CO2 powered little P99 which will put a round through a T-bone and 2" of cork board at 30 feet using pest control. If I hit someone between the ribs, I could puncture a lung or worse. Even wearing full face protection, you could hit someone in the neck, back of the head, etc.

No there aren't laws but that's besides the point.
When you want to get insurance for a facility that allows airsoft to be played you have to set 'safe' rules to stick with. This has nothing to do with any government law, just setting rules that the insurance company can agree with.
If the owner allows guns above that limit then he just lost any coverage for that particular player's actions and fault can lie with the owner.

I don't believe it is because of the wind at all, during the summer, the underbrush fills in and most encounters are within 100 feet or less.

Check with your local field rules for semi-auto only. We count anything with a motor as an AEG because you can pull that trigger and fire almost as fast as you can full auto. The bolt action of a sniper rifle in airsoft limits you to only one or two good shots every few seconds.
Being able to semi-auto is basically just like full auto as you can still spam off potshots.
Snipers should be aiming for the chest-rig or other equipment so as not to cause the player harm, this can't happen if you're just cracking off shots at one or two per second.

When I was in the bottom of the Foxden tower some girl pushed her M4 barrel inside to surrender us without poking her head in.
The barrel was an inch from my face pointed at me so I grabbed the muzzle (all I could reach at the time) and pointed it away, that's when the bitch fired off 4 shots full auto right into my palm.
It's idiots like these that cause need for fps rules.

ok Im going to clear this little pelit gun thing up a bit.
we wernt 20 ft away we were about 40 to 60 meaters using .177 cal copper BBs the first game was shirts vs skins witch quickly changed to trench cotes vs parkas we also had full face masks and thicks hats and gloves. we made shure we coverd all the angles and thaut about all the "what ifs". we lasted 10 years with out a single accident and we had about 100 people playing. Im new to airsoft not to the consept of shouting at each uther. yuseing copper head pest pellets was never a thaught and we were using the pnumatic pump action rifles that take 10 pumps to be leathel we were doing 3 at most. I can assure you that the danger level was that of a airsoft game or evean less. but thares an odvus reason why we switched to airsoft
