You shouldn't need a license to buy powder cause it is also used in flintlocks and other non-PAL firearms. Oh and a 5.7x28 cartridge would be illegal to possess so if you are machining some, do not put any powder or live primers on it... If you really want some, get someone down in the states to send you some spent casings and at a later date, send you some bullets(If it is legal to do so)....

FAKE bullets are more expensive than real bullets or disarmed bullets (no powder no primer). Fake bullets are what classic army and G&P sell

How come the 5.7x28 cartridge is illegal? I know that the .50 cal is legal, why wouldnt the 5.7x28 one be? To my knowledge its also used in the beligan 57 pistol.

5.7x28 ammo isnt illegal. there are some 5.7 ammo that are...because they are armor piercing, but some arent. only a few P90's made it in canada. and there arent anymore coming in. even in the states 5.7 ammo is scarce

I heard sending fake or dummy rounds through mail is illegal?

If it isn't the case, can anyone point me to a place where I could buy some?

Or is there someone in Montreal who has some??

I'm looking for some 9mm Para, .40 S&W, 5.56mm and 7.62mm.

It is illegal as sending lowcap magazines with fake bullets in them. An example, g36 lowcap.

Canada Post applied for and was granted an order that makes it illegal to ship replica munitions. You cannot ship live ammunition via Canada Post, so I fail to see where they'll distinguish between dummy 7.62 rounds or 105 shells. Replica munitions means replica munitions, whether they be deactivated or completely fake.
