CBSA agents are not merely mindless drones like the ones you encounter working at your corner convenience store or fast food restaurant. They are trained personnel whose jobs are to inspecting incoming parcels and upholds the laws the exist. They have the necessary training and equipment and if all else fails they are not idiots, they will consult another coworker if they are unsure of something.

Lets use a gigantic bag of cocaine for example.

The inspecting agent sees that the package is labeled "icing sugar". She opens the package and discovers that this white substance does not have the consistency of icing sugar. Well shes definitely not going to just say "whatever" and let the item go. She will most definitely consult another coworker and a superior to have the substance tested.

Please feel free to play the "what if" game until you are blue in the face.

Honestly let me put it this way,
Think of the CBSA as bunch of gun grabbers, if they see anything remotely for military stuff they will hold it.
I've non-restricted part get held up for a month (it was supposed to be EMS, the fastest available in gov't post)

Getting verified is such a simple process. Boggles me that so many choose to avoid it.

Then again, they're all likely 14 year olds.

Correct me if im wrong, but ar15 Upper receivers are good to go. But lower receivers are the ones that are restricted.

Correct, but the CBSA officer might be clueless about the policy regarding receivers, so be careful.

If upper gets confiscated you can appeal and it should be released. Because the Lower is the part with the serial number on it (essentially the "gun" part of the gun). On MP5's and I believe the SCAR it's a bit different since the upper is restricted and the lower is fine but for AR15's upper should get through and if it goes to appeals you will get it back. (How long it takes for someone that actually knows what an upper is or knows that they're legal for import to look at the case and release it is an entirely different story).

Then stop having them shipped prepacked in dime baggies.

I know its easier for distribution, but dude... T7 needs his nose for other white substances... sometimes its not even powder :P
