You are correct, from a mathematical standpoint. From at customer service standpoint, it is an UNACCEPTABLE number. It should be 0 or the smallest number possible of RESOLVED issues.
Honestly, those 3 dozen whom got screwed should have been passed on to someone who would take the issues and deal with them. Not following up on customer service is how you lose business and reputation. Basing your service on just out weighing the bad with good is a terrible way to deal with things.
