Yup, a well tuned sniper rifle will be able to reach it's target up to 250fts. Beyond that, it's a combinaison of skill and luck. Much like extreme long range shots in the real world.

In term of acuracy, it's nothing compared to a pellet rifle. With those I can shoot a small bird beyond 300fts. With my tuned airsoft M24 or L96, I can barely hit a human target at those range, depending on the weather conditions.

Don't expect much out of a Well L96. Even if you upgrade it with the best parts, since the base gun as lax quality control, you will have a lot of problems and that result in inconsistency between shots or major failures.
