Yup! The general rule of thumb, when ordering something from overseas, EXPECT to pay D&T even thought you may not have to pay anything if the amounts are close enough to the prescribed exemption limits mentioned above.
Also, think of how much mail flows into Canada each day. It is physically impossible to inspect absolutely every package and envelope that rolls off that conveyor belt; that's why sometimes you may get an item that's worth $200 and not have to pay anything on it. Doesn't mean you'll get lucky every time though
