Just because its the standard doesn't mean its the law. Most places yes, some places let you shoot hotter. Some people don't game them, just plink. Some people are trusted with the higher FPS. Most people that shoot hotter than 400 FPS though don't always understand that the accuracy is diminished as opposed to 375ish FPS, especially with lower weight BBs and an inability to operate the hopup/have a crappy hopup.
