Special rules for Militia

1) both government forces and rebels forces seek the support of the locals therefore the standing rule for both sides is not to engage the local forces unless fired upon. Local forces will be allowed free travel across the field. They may be stopped and questioned by either team but can not be attacked unless they attack first. Both tčams can use money to buy information and hire the locals to carry out missions against the enemy.
